City Executive Council

The City Executive Council, together with the Mayor, are in charge of Reykjavík City activities and financial management. The City Executive Council has seven city councilors and seven alternates elected by City Council for one year at a time. City Council elects a chair and a deputy chair who shall be City Councilors.

The City Executive Council meets every Thursday at 9am.

The City Executive Council, together with the Mayor, are in charge of Reykjavík City activities and financial management, insofar as these issues are not delegated to others. It oversees the administration of Reykjavík City in general and its financial management in particular, prepares budget plans, and ensures that the annual accounts of Reykjavík City are compiled according to regulations. The City Executive Council is authorized to make final decisions on matters that do not significantly affect the finances of the Reykjavík Municipal Treasury or its institutions, provided that there is no disagreement within the Council or with the Mayor regarding the decision.

The City Executive Council has seven city councilors and seven alternates elected by City Council for one year at a time. The Mayor is a member of the Council, but does not have the right to vote there unless specifically elected to do so. A party that has representatives on City Council, but not on the City Executive Council, may appoint a city councilor to sit in meetings of the City Executive Council with speaking and proposal rights.

Regular meetings of City Executive Council are held in City Hall on Thursdays starting at 9am.

The City Executive Council operates according to Chapter V of the Local Authorities Act No. 138/2011. It was established by the Resolution on the Governance of Reykjavík's Municipal Affairs, No. 73/1932. Chapter V of the Resolution on the Management and of Reykjavík City and City Council Minutes, No 1020/2019, includes provisions on the City Executive Council's tasks, referring to Article 35 of the Local Authorities Act. Additionally, reference is made to the second paragraph of Article 42 of the Act regarding the official duties of the director – office of the city council, 2nd deputy mayor, see appendix 2.1 to the Resolution.
