Governance
The CoR's governance system is divided into two parts. On the one hand, councils, committees and boards entrusted with elected representatives (or persons acting on their behalf). Their role includes developing policies and working on issues of common interest, and overseeing the city's institutions. However, it is a field, offices and company owned by the city. It employs officials and other city staff who enforce city rules and approvals.

Councils, committees and boards
The Civil Administration elects to the multiple Councils, Committees and Boards of Directors acting under the authority of the Civil Administration. The CoR's Board of Governors and City Council meetings specify the councils, committees and boards involved, but it is the city council that elects its representatives to them.
Departments
The fields of the CoR carry names in accordance with the councils they serve. Site managers go along with the management of the fields under the authority of the mayor, while also working on various forms of preparation of strategic objectives with the councils.
Town Hall Offices
In City Hall, the central administration of the city is located, but it consists of several offices with defined roles.

Companies owned by the CoR.
Internal Audit
Internal audit is carried out by the CoR's Financial and Administrative Inspectorate under the authority of the City Council. This involves assessing and improving the effectiveness of risk management, control and governance practices in institutions and companies owned by the CoR.
